Lack of financing control delays reconstruction of GroznyTimur Aliyev, Northern Caucasus – The rebuilding of Grozny has been delayed because local construction companies are unable to obtain financing, claims Abas Bisultanov, director of the Capital Building Industry Administration (UKS) of Grozny.
According to Bisultanov, there is no central coordination for allocating construction contracts in the republic. “The Directorate of Building and Reconstruction Works and departmental UKS’s are the general contractors; but they’re only negotiators and don’t carry out the work themselves. They only supply building material to sub-contractors and collect the commissions.”
Therefore, as a result of this confusion and the lack of funding, reconstruction of the central bridge over the Sunzha River in Grozny has been halted.
As a solution, Bisultanov suggests that the contractor’s role be returned to his UKS under which it had previously been. “In this way we, alone, could administer tenders for building contracts. Of course local construction companies would receive priority, but we’d be able to monitor them as well,” he added. (D/E,T) |
