At a meeting with Russian Interior Minister Boris Gryzlov at the headquarters of the Federal Security Service (FSB) in Moscow, FSB head Nikolai Patrushev oficially handed over the command of Russia's "counter-terrorist operation" in the Northern Caucasus to the Russian Interior Ministry.

The press service of Akhmad Kadyrov, head of the Moscow-backed administration of the Chechen Republic, announced that Kadyrov had ordered to create a working group that should by November 30 prepare for a change in the administrative structure of Chechnya by restoring three districts of the republic, namely the Galanchzhonsky, Cheberloyevsky, and Staro-Yurtovsky districts.

The Chechen Election Commission registered the last (eleventh) candidate for the post of the President of the Chechen Republic, thus completing the registration process.
In the village of Elistanzhi unknown people in masks and military uniforms shot dead Shamkhan Madagov, mufti of the Vedensky district.
Akhmad Kadyrov, head of the Moscow-backed Chechen administration, again handed over his duties of "acting president" of the Chechen Republic to Chechen Prime Minister Anatoly Popov and took a holiday in connection with the Chechen presidential election campaign.
Sunday, August 31
The deadline by which Chechen guerrillas could apply for amnesty in line with a relevant law passed by Russia's State Duma on June 6 expired. According to preliminary figures, some 150 guerrillas have been granted the amnesty, announced the Russian authorities without disclosing the number of Russian soldiers who have been granted the amnesty as well.
