The Moscow-backed campaign to elect President of the Chechen Republic started, announced the Election Committee of the Chechen Republic.

The Council of Europe's Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) issued a public statement according to which there is a continued resort to torture and other forms of ill-treatment, such as severe beating, electric shocks, and asphyxiation, by members of the law enforcement agencies and federal forces operating in the Chechen Republic, and that action taken to bring to justice those responsible has proved largely unproductive.
The building of Chechnya's Moscow-backed administration, which was destroyed in a lorry bomb attack in late December 2002 and then was reconstructed, was ceremonially opened.

Nine Russian soldiers died when their vehicle ran over a mine and was ambushed by Chechen guerilla fighters on the road from Itum-Kale to Shatoi in the Shatoisky district.

At the end of his first visit to Russia as the Council of Europe's rapporteur on the situation in Chechnya, Andreas Gross called on the Russian leadership to include in the political settlement of the Chechen conflict also representatives of Aslan Maskhadov, President of the Chechen Republic of Ichkeria, news agency AFP reported.
