Statement of the human rights centre on the threats of the field commander Khattab to execute Lt. Col. Sergei Boryaev, an officer of the Russian military command in Vedeno on Nov. 11 unless the Russian command turned over 25 civilians who were allegedly detained by Federal forces.

SECOND REPORT ON THE RUSSIAN FEDERATION
The Council of Europe's expert body on combating racism, ECRI, released new report examining racism, xenophobia, antisemitism and intolerance in the Russian Federation. ECRI recognises that positive developments have occurred. At the same time, the report details ECRI's continuing grounds for concern. These include problems of racism, xenophobia and discrimination concerning notably -- although not exclusively -- Chechens and other persons from the North Caucasus, persons from Central Asia, refugees and members of the Jewish community. These problems are in part linked to the difficulties encountered in ensuring that federal legislation and
policies are applied at the regional and local levels. An llustration
of this is the discrimination originating from the system of registration of residence and temporary stay and its enforcement procedure.
